Ahmed Dzubur, chairman of the Economy Committee of the House of Representatives of the Federation Parliament, believes that three measures need to be implemented in order for agriculture to function at full capacity.

- The first measure is the protection of domestic production, both animal and plant type, because we have huge, disproportionate competition from imports and domestic production cannot keep up with highly subsidized products that come without any barriers in BiH. So on stage we have unfair competition. On the other hand, we have very bad agrarian policies, there is no state-level economy ministry. Then a relatively low rate of incentives in agriculture. And the third thing, we need to improve the control of giving incentives since we have very ugly situations on the ground and manipulation of incentives - said Dzubur for FTV.

People are left to fend for themselves

Farmer Muris Mujanović says that, unfortunately, he sees everything blacker and blacker.

- If we happen to survive the crown, we will not starve for sure. So Bosnia and Herzegovina, without exaggeration, is threatened by a serious famine. Primarily due to farmers giving up production. All measures implemented in agriculture have not had any effect. Last year, we had a general appeal to sow as much land as possible, and then farmers were left without material resources. The federation moved it to a lower level and they got lost in the sea of ​​administration and the people got nothing. The other thing was that part of the product that shows up without any organization. People are left to fend for themselves. The only activity of our government is appeals to retail chains to buy domestic production and as if people, who are already on the edge of existence, realize that it is important to buy domestic.

He also states that the vast majority of people, especially in rural areas, had to destroy products they failed to sell.

- There is no systemic solution. Some funds have been set aside, some have been promised to be placed through grant funds. We would need a much more meaningful and organized government than this one - he emphasized.

Destruction of plant production

- About incentives for plant production, which are disproportionately small compared to incentives for animal production, Džubur says:

- The pace of favoring animal over plant production was greatly accelerated 6 years ago when the Ministry of Agriculture headed by Lijanović was in the Government. Then the ratio of 60: 40% was abandoned in favor of animal production, when it comes to incentives. Today, this ratio is 86: 14% in favor of animal production, which specifically means that only 12-13 million KM is planned for plant production, with a share of about a few million for fodder plants and grains that are used for animal feed. On the other hand, only e.g. for fresh cow's milk we have 36.5 million KM. This means the destruction of plant production, because on such grounds it is no wonder that in one part of BiH we have 7,000 people who are in agriculture and who completely abandon plant production. These relationships must be balanced. FBiH has excellent environmental conditions for very respectable conditions for the development of agricultural production, but when you do not have a responsible state and empathy for farmers, agriculture, then we can talk about an even greater shortage of products of plant and animal origin. I cannot agree that there will be a famine, but urgently this process must be made more organized.

He points out that this year the amount planned for agricultural incentives is around 87 million from the federal level.

- Last year, that amount was higher. That is far from enough. In my opinion, for stabilization and slight growth, a tendency to increase, 120-130 million are necessary, along with the synchronization and harmonization of the relationship between plant and animal production. "

Pandemic time

Mujanovic says the current situation could escalate into serious protests and blockades.

- The story of some 80, 70, 50 million, 100 million is a complete spin. The story of the differentiation between animal and plant production, so agriculture is a single market. Plant production cannot develop without animal production and vice versa. Two billion marks each year to BiH to give only for food. That is 300 million indirect taxes to be produced in BiH. Spin is that something is given to us, what we produce is returned to us. The primary goal is to protect the health of our population. In the case of unfair competition, we have multiple subsidized products from the EU that do not pass any quality. At the time of the pandemic, for two years, the Veterinary Office did not carry out mandatory health care against brucellosis, leukemia and tuberculosis because they were unable to announce a single tender. We, except the crown, we have a lot of other diseases that threaten us and that will surely drown us. We do everything we can to stifle our production. "

As a message to the authorities, Mujanović says: "We are not social cases, we want to work and live from our work.

- The Federal Parliament is responsible for the fact that the level of incentives has been significantly increased and the Committee on Economy in this convocation has made a big change because so far it has been only a formal instance. The most important measure is to establish the Ministry of Agriculture at the state level and to protect domestic production - concluded Dzubur.
